National Surveyors Week will be celebrated nationwide March 17-23, according to the National Society of Professional Surveyors (NSPS).

Hundreds of surveyors nationwide are planning activities, such as talks to school groups, contacts with their local news media about the importance of the nation’s surveying profession, booths at popular community locations to describe the importance of the work and role of surveyors and their contributions to society. These activities will enable citizens to look back at the historic contributions of surveying and look ahead to the exciting new technologies that are constantly modernizing this honored and learned profession.

The always popular GPS Day is being held in conjunction with National Surveyors Week, and will be held on March 16 as a lead-in to our week.

U.S. Transportation Secretary LaHood Announces Funding for 47 TIGER 2012 Projects as Overwhelming Demand for TIGER Dollars Continues

WASHINGTON – U.S. Transportation Secretary Ray LaHood today announced that 47 transportation projects in 34 states and the District of Columbia will receive a total of almost $500 million from the U.S. Department of Transportation’s TIGER (Transportation Investment Generating Economic Recovery) 2012 program.

“President Obama’s support for an America built to last is putting people back to work across the country building roads, bridges and other projects that will mean better, safer transportation for generations to come,” said Secretary LaHood. “TIGER projects mean good transportation jobs today and a stronger economic future for the nation.”

THE SUBCOMMITTEE ON AVIATION HEARING EXAMINES GPS USE IN AVIATION INDUSTRY

On Wednesday, February 8, The Subcommittee on Aviation held a hearing to review of issues associated with protecting and improving our nation’s aviation satellite-based global positioning system infrastructure.

Here’s are interesting statements by the Honorable John Porcari, Deputy Secretary of the U.S. Department of Transportation:

GPS is at the center of FAA’s Next Gen air traffic control modernization program, which will optimize air traffic controller performance, consolidate obsolete facilities, enhance safety improvements, and improve operational efficiency of the national airspace system. The Honorable John Porcari, Deputy Secretary of the U.S. Department of Transportation, testified to the benefits of NextGen this morning: “The FAA and industry have invested as much as $8 billion into NextGen. The FAA conservatively estimates that the benefits of NextGen will total $23 billion by 2018 and over $120 billion by 2030.”

Porcari added, “In addition to the transportation applications I mentioned, GPS is essential for the operations of first responders, search and rescue, resource management, weather tracking and prediction, earthquake monitoring, national security, and critical infrastructure such as dams and power plants, financial transactions, surveying and mapping, and industries such as precision agriculture, where the ability to fertilize plants with centimeter-level accuracy increases conservation, reduces waste run-off, and saves American farmers up to $14-30 billion, annually.”

The Survey Summit to Focus on New and Emerging Technologies

Redlands, California— For the second consecutive year, the American Congress on Surveying and Mapping (ACSM) will join forces with Esri to host the premier event in the surveying industry. The Survey Summit will take place July 21–24, 2012, in San Diego, California, sharing its final two days with the Esri International User Conference (Esri UC).

The Survey Summit will serve as the ideal forum for not only ACSM members and land surveyors but also anyone interested in GIS technology and will showcase emerging technologies such as lidar and 3D scanning.

“The Survey Summit is specifically designed to provide opportunities unavailable at state survey conferences,” says Brent Jones, Esri’s surveying, cadastral, and land records industry manager. “Conference content will address pressing issues common to all surveyors—opportunities for new work, emerging markets, and implications of technology on the profession, among many others. The summit is the place for surveyors and ACSM members to engage in new markets and discover new business opportunities.”

News from around the web today was not good for LightSquared. Earlier this week, I wrote Sprint Grants LightSquared 30 More Days for FCC Approval, Has Another Wheel Fallen Off LightSquared’s Wagon?, and today it seems that possibly the Lightsquared wagon’s axle is now broken too.

The bad news today for LightSquared included news that Sprint Nextel Corp. put on hold its partnership investment with LightSquared and revelations that LightSquared’s planned implementation in the National Defense Authorization Act of 2012 signed by President Obama on December 31st.

Both Single- and Multifamily Homebuilding Improve from October and Year Ago; Private Nonresidential Increases from November 2010 are Widespread; Most Public Categories Drop from Year-Earlier Levels

Construction spending totaled $807 billion in November 2011, the highest level since June 2010, as homebuilding, private nonresidential construction and public construction all increased compared to October, the Associated General Contractors of America reported today in an analysis of new Census Bureau data. Association officials cautioned, however, that public spending will drop even further in 2012 because of delays in enacting needed infrastructure bills and planned cuts to many federal construction programs.

“Several segments of construction appear to be climbing out of a hole,” said the association’s chief economist, Ken Simonson. “The new year should reinforce recent year-over-year gains in apartment, power, manufacturing and private transportation construction. But November’s upturns in single-family homebuilding and public construction may not be sustainable.”

New Outlook Report Forecasts Rise in Investment in Equipment and Software in 2012

Washington, DC, Dec. 19, 2011 –- The Equipment Leasing & Finance Foundation (the Foundation) launches its 2012 Equipment Leasing & Finance U.S. Economic Outlook today. The new report, which is focused on the $628 billion equipment finance sector, forecasts equipment investment and capital spending in the United States, and evaluates the effects on various related and exogenous factors in play currently and into the foreseeable future. Overall, the report forecasts investment in equipment and software will grow by 9 percent in 2012.

The Foundation produced the 2012 Equipment Leasing & Finance U.S. Economic Outlook report in partnership with economics and public policy consulting firm Keybridge Research. The annual economic forecast provides a three-to-six-month outlook for industry investment with data, including a summary of investment trends in key equipment markets, credit market conditions, the U.S. macroeconomic outlook, and key economic indicators. The report will be updated quarterly throughout 2012.

“The Foundation is pleased to present a valuable and unique tool that distills economic data from a variety of sources into a brief analysis specific to the equipment finance industry,” said Foundation Chairman Cameron W. The U.S. Geological Survey (USGS) Releases New Heights of Accuracy for World Topography

The U.S. Geological Survey (USGS) and the National Geospatial-Intelligence Agency (NGA) have collaborated in the development of a much improved global elevation model, the Global Multi-resolution Terrain Elevation Data 2010 (GMTED2010).

GMTED2010 replaces the widely used, 15-year-old GTOPO30 terrain model as the best available global digital elevation model.

Useful for regional-, continental-, and global-scale applications, GMTED2010 is derived from numerous higher quality elevation data sources that were unavailable at the time GTOPO30 was developed.  The new sources include near-global Digital Terrain Elevation Data (DTED®) from the Shuttle Radar Topography Mission (SRTM); Canadian elevation data; SPOT 5 Reference 3D data; data from NASA’s Ice, Cloud, and land Elevation Satellite (ICESat); and updated Antarctica and Greenland terrain models.

“LightSquared’s waiver should not be approved until federal tests reveal there will be no interference and unexpected consequences for small businesses.”

Washington, Oct 28 - WASHINGTON— House Small Business Committee Chairman Sam Graves (R-MO) today along with eight members of the Committee sent a letter to Federal Communications Commission (FCC) Chairman Julius Genachowski requesting that the FCC not proceed with LightSquared’s waiver until federal testing ascertains that there will be no interference with all types of Global Positioning System (GPS) devices. The Committee also requests the FCC to report their action plan regarding the proposal to the Committee. Full text of the letter is available here.

Updates & Upgrades

In this week’s Professional Land Surveyor Weekly Roundup, I want to explain a few site upgrades in addition to this week’s summary.

If you are a regular visitor here, you’ve no doubt noticed a new look. You also might have found some of the site features updated, too. What’s happening, simply is that we are performing a major upgrade to the site software. It, no doubt, will take us some time to make every necessary update and upgrade, but we will try to keep the inconveniences to a minimum. All will be soon in order.

But there’s more: Seeing as we were already upgrading the site software, we decided this was the time to improve the site look and function, too. So, don’t be surprised to see a new look and layout rolling out this week. When all is said and done, we’re confident you will find the new updates, upgrades, and look well worth a few hiccups while we make these improvements.

IRVINE, CA and CANBERRA, AUSTRALIA–(Marketwire – Sep 8, 2011) - Locata Corporation today announced it has successfully completed the Critical Design Review (CDR) contract phase for a Locata network which will enable the USAF to deploy a new ground-based, centimeter-accurate “truth-reference level” positioning system for use in GPS-denied environments. The USAF 746th Test Squadron (746TS) awarded Locata a multi-year contract for this project in July 2010, and the CDR was the last milestone to be met before the USAF committed to a technology demonstration in the USA. Locata’s Non-GPS Based Positioning System (NGBPS) — sold commercially as a LocataNet — will provide accurate positioning when GPS is jammed over 2,500 sq. miles (6,500 sq. kilometers) of the White Sands Missile Range (WSMR) in New Mexico.

The following information is taken from the “Highlights” page of the U.S. Government Accountability Office (GAO) report on the GAO’s study and evaluation of how ready NOAA and NASA are for a possible satellite coverage gap from April to October 2015.

This potential gap in satellite coverage is attributable to contract delays and the probable failing of aging Geostationary Operational Environmental Satellite (GOES)-14 and GOES-15, whose procurement and management are The National Oceanic and Atmospheric Administration (NOAA) and National Aeronautics and Space Administration (NASA) responsibilities.

Improvements Needed in Continuity Planning and Involvement of Key Users

Why GAO Did This Study

The Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA), with the aid of the National Aeronautics and Space Administration (NASA), is to procure the next generation of geostationary operational environmental satellites, called Geostationary Operational Environmental Satellite-R (GOES-R) series. The GOES-R series is to replace the current series of satellites, which will likely begin to reach the end of their useful lives in approximately 2015. This new series is considered critical to the United States’ ability to maintain the continuity of data required for weather forecasting through the year 2028.
