FEMA and NOAA Renew Partnership to Encourage Flood Safety

As one of the snowiest winter seasons in many years yields to warmer weather and the promise of rain and snowmelt, the Federal Emergency Management Agency’s FloodSmart Campaign and the National Oceanic and Atmospheric Administration announced that they are again working together during Flood Safety Awareness Week (March 15-19) to raise awareness of the dangers associated with flooding and steps to protect against damage. Year in and year out, floods are the most common, costly and deadly severe weather related disaster in the U.S. NOAA will announce this year’s official spring flood outlook on March 16, and an unusually wet and snowy winter in many communities will likely increase the potential for spring flood events. Both agencies urge that important measures can–and should–be taken now to ensure safety and financial security, including obtaining flood insurance.

FEMA Announces That eLOMA Is Available Again

The other day I told you FEMA announced that the eLOMA process was temporarily unavailable. Also, FEMA would not be issuing Letters of Map Amendment (LOMA).

This was because Congress did not reauthorize funding for FEMA, along with other programs such as extension of the current highway bill and funding for extending federal unemployment benefits, the National Flood Insurance Program’s authorities expired on February 28, 2010.

Yesterday, as a registered user of the Federal Emergency Management Agency (FEMA) Mapping Information Platform (MIP), I received an email notice that the eLOMA process is temporarily unavailable. Also, FEMA will not be issuing Letters of Map Amendment (LOMA).

Because Congress did not reauthorize funding for FEMA, along with other programs such as extension of the current highway bill and funding for extending federal unemployment benefits, the National Flood Insurance Program’s authorities expired on February 28, 2010.

MAPPS Identifies More Than $73 Billion in Potential Geospatial Spending in Stimulus Bill Analysis

RESTON, VA, February 23, 2009 – The economic stimulus bill passed by Congress and signed into law last week by President Obama includes more than $73 billion in programs that will require geospatial data, technology, services and applications in at least 24 Federal agencies, according to an analysis by MAPPS (www.mapps.org), the association of geospatial firms.

H.R. 1, the “American Recovery and Reinvestment Act of 2009,” became Public Law 111-5 with President Barack Obama’s signature on Tuesday, February 17.

“Regardless of one’s views on the stimulus, we want to make sure MAPPS members optimize the opportunities the legislation provides to do business, keep and hire employees, and contribute to the Nation’s spatial data infrastructure,” said MAPPS Executive Director John Palatiello. “This analysis will help our members target their business development efforts by identifying the potential geospatial demand.”

Extending GIS across the Enterprise Improves Communication and Application Development

The ELA opened up a path for us to move GIS into departments like health and the register of deeds, which wanted it but hadn’t been able to implement it
It not only erased questions about whether a department could afford to start using GIS but also allowed us to move a lot faster and deploy more licenses–especially on laptops.
All our work has spatial content, and people seem to understand and learn so much more quickly and easily when they see things spatially, instead of seeing a spreadsheet full of numbers
Before we had the ELA, we didn’t have as much freedom to develop and test applications
Now our efforts are streamlined, and we are much more nimble.


Redlands, CA (PRWEB) February 18, 2009 — In February 2008, Jefferson County, Kansas, with a population of 19,000, joined hundreds of governments that have signed ESRI enterprise license agreements (ELA) to better deliver geographic information system (GIS) software throughout their organizations. Jefferson County chose the Small Municipal and County Government ELA, designed for governments serving up to 100,000 residents.

With the ELA, the county secured unlimited amounts of ESRI ArcGIS software and began to more widely deploy GIS. The appraiser’s office, planning and zoning department, road and bridge department, and emergency management and law enforcement staff had been using GIS but wanted to expand applications to improve operations. The health department began using GIS for the first time.
